Joint workshop: developing comprehensive monitoring and evaluation system for Serbia's civil service

From May 28-30, 2024, a workshop on key performance indicators (KPIs) of the civil service monitoring and evaluation methodology was held in Vrdnik, Fruška Gora, as part of the EU4HRM project. This event brought together 15 representatives from the Ministry of Public Administration and Local Self-Government, the Human Resources Management Service, and the National Academy for Public Administration.


The workshop aimed to establish a clear understanding and agreement on the purpose, scope, data aggregation levels, data collection and processing, institutional responsibilities, availability of data sources, and target values for these indicators. Over the course of three days, participants engaged in sessions covering a wide range of KPIs such as HR plan realization, eligibility-to-selection ratio, average time to fill a position, internal labour market efficiency, recruitment and shares of senior civil servants, civil servants’ trainings, and more. This collaborative effort is crucial for the effective implementation and testing of the monitoring and evaluation methodology in the coming months.


The workshop sessions were led by Edvardas Žukauskas, Project Team Leader, Vladimir Mihajlović, Civil Service and HRM Research and Methodology Expert, and Miloš Đinđić, Civil Service Policy Monitoring and Evaluation Expert.
The knowledge gained, information collected, and agreements reached during this workshop will significantly contribute to the development of a comprehensive monitoring and evaluation system for Serbia's civil service and the further tracking of public policies in the field of human resources management in public administration. This system will enhance the efficiency and effectiveness of public administration, ultimately benefiting all citizens of Serbia.
